2 month old Sulcata Tortoise concerned about head looking really dry

Hi anyone who's reading this.

I have a 2 month old Sulcata Tortoise and I am concerned about his health. I don't know if I should or shouldn't be worried but just to find out an answer. His head is looking really dry like when a humans skin is dey like that look. I recently let his out side and just eat the plants outside, however I don't know what plants they are and I don't know if there were any pestisides in it. I did a couple times add water to his head, and by doing that he then looked normal, but I don't think that i should have done that because he is a dessert tortoise and it just seemed to make it worst. I have just recently bought him a cuttle bone, so he can get the proper calcium. I've had him for a month and I have just now gaven him the cuttle bone.
So my question is if anyone knows a cause as to why he seems to be drying out? If him eatting unknown plants can be a cause? Or is it that fact that he doesn't have enough calcium? Maybe should I just give him like a week or two to see what will happen. Please let me know.

It's a common misconception that these tortoises don't need much water and that they don't appreciate soaks in warmish water. Tortoises do tend to look dry though.
