The answer you need depends on a couple of things:
Where did you get your tortoise? And where is the hole?
If your tortoise arrived at your house with a hole in its shell, you could ask the previous owner. Some people put a hole in the edge of the shell and attach a string to take control of the tortoise.
If the hole is in the edge of the shell, the bit above might be your answer.
If the hole is in the shell that is covering the inside of the tortoise, you might have a big problem that needs a vet. If the hole leaves internal organs exposed, you will need help repairing the hole. Even if internal organs aren't exposed, a trip to the vet would be a good idea because the hole might compromise the internal protection.
