First of all, I don't recommend hibernating a young tortoise.

Do you have the correct lighting and heating?

Are you soaking your tortoise in lukewarm water each day? This should come to the height where the top and bottom shells join.

It's good that you weighed your pet at the beginning. The important thing is to compare the first weight with the weight now.

The best thing you can do for your pet is to see a vet. Take the information you have about weight with you.

When you know what is happening, please post back here so others can learn from your experiences.

Keep it slow and steady.

Its always advisable to take your Tortoise to a Vet, or as soon as you receive a new pet, or anytime you plan to have a Tortoise go into hibernation. It sounds like yours may need a visit to confirm its good health.
