eye infection in a greek tortosie

my turtle is a greek tortoise and he is having trouble opening his eyes. when he opens them his eyes have some type of puss come out. I'm not sure if it is puss but it looks like puss. once his eyes are clear he keeps scratching at them as if they hurt. i feel bad for him so please help. I'm afraid it's an infection and i don't have much money so i need help on what i can do to help my tortoise. please help
