Every turtle or tortoise needs a place to cool off. So for starters, be sure you have given your tortoise some shade.
A hermann's tortoise needs lots of places to hide. In the wild, these would be spots under plants. There should be an area on the enclosure where the temperature is is in the mid to high 80s. There should be another area where the temperature is lower.
If a tortoise is too hot, it will be trying to find a cooler spot. If it can't, it will dehydrate, and eventually die. It will be cooked alive.
You need a thermometer to allow you to check the temperature regularly.
Besides heat, you also need UVB light.
Your container is glass. This will cause your pet some stress. Try covering the glass with something so the animal can't see out. This won't help with the temperature, but will make for a happier animal.
