I think my turtle's back legs are broken :( will he survive?

2 days ago I left for work and the lid was off of my turtles tank because my boyfriend and niece were here playing with them. They left the room to eat lunch but didn't put the lid back on and my dog somehow took the turtle out of the tank. My boyfriend came in the room and the turtle (his name is Ninja) was on his back on my dog's bed and the dog was licking him. He picked Ninja up and rinsed him off and put him back in his tank. Now his back left leg just hangs limp and his right one he can barely use. He just sits on his rock and stays dry most of the time since the incident. I occassionally come over and dunk him in the water because his dry eyes worry me. He eats but not with the enthusiasim he ate with before the incident. I'm super upset and feel like there is nothing I can do for him.

Is there anything I can do for him???
