My Slider turtle doesn't do anything all day but bask in the light and the eyes are always shut/swollen. It doesn't seem to be eating its food either, I don't know if the turtle even goes into the water.

This happened to my baby turtles, and I figured out I was using the wrong type of light for them. Please double check their UV/lighting requirements and make sure you aren't making the same mistake I made. When I installed the right bulb, they cleared up pretty quickly.

This eye problem is common in baby turtles. It happens because of lack of Vitamin A and possibly lack of Vitamin D. If you can't afford to go to the vet, to clear the eyes up get some Zoo Med turtle eye drops and use them as directed on the bottle. Also purchase some Reptivite (vitamins). The vitamins are in powder form; you put some of the powder in a baggie, add pellet food, and shake. The powder covers the pellets and then you feed as usual. Your turtle will start eating as soon as the eyes clear up.

Yes, your turtle is sick.
Eye problems are serious because turtles use their eyes to find food. Without vision, your turtle can starve to death.
A vet will give you antibiotics and maybe Vitamin A.
You should also clean your tank completely including the filter and everything else that is in the water.
