is this tank big enough for 2 hermanns tortoises?

bear in mind that the tortoises will be outside most of the time in summer and hibernating in winter :)

also could a 1 and a half year old female hermanns tortoise be in danger from a 4 year old male? (i really need to get my male a friend but the youngest females i could find are 1 and a half)
