my two tortoises

my tortoise keeps ramming my other tortoise with its shell or head what does this mean

One tortoise is ramming the other either because it wants to fight or mate.

In either case, the one being rammed needs the option of getting away. Be sure there is a spot for tortoise number 2 to hide out.
