If you want the tortoise to eat the cactus, it's best to remove the spines. Does that mean any particular tortoise won't try to eat a cactus with spines? I don't think you can say for sure. Animals often eat things they shouldn't or things other animals would leave alone. In general, I would imagine the spine would deter the tortoise. Would they completely remove all possibility that the tortoise would try to eat the cactus? No.
