Part of Tortoise's Shell is gone

Well my brother came and told me that he'd found a tortoise and half of it's shell is gone. I went and checked,and almost all of it is gone.THe part that's missing is a yellow/brown and theres a large brown spot on it. I've never owned a turtle or a tortoise so im not sure what to do.
