puffy tortoise

I have a tortise that the skin is thin and back legs puffed up one has lumps under it ;what is wrong with it? It just puffed up all of a sudden.

It sounds like an infection of some kind. Please take this animal to the vet as soon as possible. If you can't do that, please find a rescue agency that can take on the health care of the animal so it will have a chance of a healthy life.
