Russian Tortoise eyes

This may sound like a silly question, but i've never noticed my tort blink just using is bottom eyelid before and now he seems to be. it seems his bottom lid just covers his whole eye for a second.

It seems as though his eyes are drowsy and when he blinks its for a few seconds.

His UV light broke the other day, so i need to get him a new one so i don't know if that might be the reason, but as a substitute i've still been taking him outside in the daylight and giving him vitamins.

please advise if this sounds familiar
