Russian Tortoise

I have owned this particular Russian Tortoise for 7 months. I got him in may. It is now december. Since around the Middle of November he has seemed to lose a great deal of his energy, has become less feisty, and no longer makes the ruccus he used to make inside the container we keep him in. We have also noticed that one of his eyes tends to be watery from time to time. What does this mean? HELP!
