shedding skin?

sexing a hermanns tortoise

Hey!

i have a 4 year old hermanns tortoise and the skin on the top its legs and at the back of its neck are falling off. hes had this scince day 1 but its started getting worse recently. whats happening?
also from the picture can you tell me if he or she is a boy or girl?

Can't really see the skin too well, but it does flake off when they shed. Make sure you are soaking him and he has access to fresh clean water at all times. Oh, and congrats, it's a boy!!
