Tortoises get stressed out by having to adjust to a new home, and some of them respond to the stress by hiding and sleeping a lot. My male spent his first two weeks with me sleeping (and not eating) and then got a lot more active when he started to feel more comfortable. Also, though, from what I've read, the cool side of the cage should be kept at 70-75 degrees Fahrenheit, and the warm side should be at 90-95. Increasing the temperature a bit might perk him up.
