A star tortoise does not do well indoor over a long period of time.

If there are people in your area who manage to keep star tortoises indoors in good health, they would be your best resource as to where you can buy what you need.

But my guess is that this tortoise will not be well unless it has access to the outdoors during daylight hours.

Tortoises need both heat and light. They regulate their own temperatures by moving in and out of hot spots according to their body's needs. Sunlight (UVB) is necessary for metabolzing especially calcium, which they need for bone grown. The shell is a bone. Without proper amounts of calcium and the sunlight to metabolize it with, your tortoise is in great danger and will die.
