The important thing for the sulcata hatchlings is humidity. It should be at least 90%. The temperatures should be in the mid-eighties.
Once the yolk is absorbed, the babies can live in the same conditions as their parents. From your photo, I would not think that is a great spot for a baby sulcata. They should have a substrate of alfalfa pellets. They need spots to hide in. They need a shallow saucer of water.
