do you leave the uva/uvb on and the heat basking lamp on at night or do you turn it off ?

The basking light needs to be on to keep the tortoise warm, so keep the temperature suitable for your tortoise. It can be lower in the night, but not too low. Depends on which type of tortosie you have.
