1. The white material is probably urates, and is similar to what you get with birds.
2. It is always a good idea to take a new pet the vet for a checkup. That way, you get a jump on any problems. Often a tortoise is already too ill by the time it sees a vet. Since most of the animal is inside a shell, it can be difficult to see trouble in time.
Keep it slow and steady.

Help please, I just bought a Russian tortoise, it's supposed to be few months old. I took it home from petco. I saw it was eating today and also defecated which is a relief because didn't see that since I got it. But just now I went to clean the area and saw a white matter (looks like goat chees in consistency and color......please help? Isn't it too soon to take it to the vet? What should I do? Is he sick? PLEASE HELP!!!!!

As Shelley and I posted below, when a tortoise is vomiting you should take both the tortoise and the food that was vomited to the veterinarian. I know that it can be expensive, but this is what be the caretaker of an animal is about.

My tortoise was sick, I think,i didnt see it happen. It looks like chewed up carrots where hes been sleeping, but none of his carrots have been touched, and theres loads of smelly water around it, should i be worried? I gave him a bath today, and I was wondering whether maybe the water may have become stuck inside his shell somehow? Thanks x

Vomiting is potentially dangerous and should always be followed with a visit to a veterinarian that specializes in reptiles as soon as possible. The last time that one of my Greek Tortoises vomited he turned out to have a very heavy parasite load. De-wormer from the vet took care of the problem.

If possible, take both the animal and what it threw up to the vet. In any case, take the animal.
