Had he said the nose was bubbly as well, I would of said he needs a vet, but we really do need more info. Some people that keep turtles and tortoises have no idea that they need to worry about the humidity as well as the temps. Before he spends a lot of money at the vet, it would be nice to get an idea of the temps and humidity as well as the diet. Often with a bit of environment tweaking, eye problems clear up.

if the eyes are runny and nose is bubbling, it has an infection and only seeking vet help will do the trick. you will likely have to get your turtle on antibiotics. I would also up the humidity in its environment, but that won't solve your issue.

It may just be that the humidity and temps are off in the enclosure, or he may need a vet. We definitely need more info to help you though. First and foremost, we need to know what species of Box turtle you own.
We will need to know what kind of habitat he has(outdoors, aquarium (not good), tortoise table, etc. pics would help too. We will also need to know the specifics of the habitat, temps on the warm side, temps on the cool side and humidity. Humidity is very important to know.
Also good to know is the Boxie's diet. What are you feeding, how often and how much?
