What's wrong with my turtle?

My turtle is acting weird. His head is dangling, he is floating on the water, he turns upside down by himself, he wont eat. He is a yellow bellied turtle. What's wrong with him?

Your turtle may have a problem with its lungs. The best thing you can do is take your pet to a vet.
