White around the eyes of my 3 mo old African Sulcata

About a week and a half ago I started keeping a UV bulb on for probably 12-15 hours a day for my tortoise. He/She has a heat lamp on as welll..and then a shady side of the tank also. Could the UV be doing this to her eyes?

white rings around eyes

If the white is around the eyes, like on the skin, I dont knwo what that could be. Maybe the lights are too close. But if the white is covering the eyeball, you ahve to see a vet right away.
