White Ring on Shell Between Scutes

My Russian tortoise has a white ring that lies in between some of her scutes and the exposed area is sensitive to the touch. It looks as tho it is almost "etched" into her shell, in other words, the white ring is not flush with the surface of the rest of her shell, it is set deeper. Any ideas?
