White spots on a red bellied turtle

I have 2 pet baby turtles and there red bellied turtles.One's a male and the other is a female.The male has 2 white spots on his back and I searched on the internet and a answer came and said soak it in ocean water for 15 minutes and brush it with a soft toothbrush.I tried that but it's not working.Anyone have a answer?
