White stuff around eye

I have a baby long neck turtle, his about 1 month old, this morning when i turn his light on i notice that one of his eyelaids has this white stuff around half of it, its a little bit flamed then his other eye and his other eye doesnt have the white stuff around it. Is there somthing wrong, is he sick what should i do????
